STRATEGIC MANAGEMENT IN PUBLIC ADMINISTRATION AS A FACTOR AFFECTING THE COMPETITIVENESS

Annotation Besides the economic and social and environmental factors affecting the competitiveness of the territory, is one of the key competitive advantages as well as the quality of public administration, i.e. the ability to effectively design and manage the territory. This is about ability to capture people's needs and business community in the area, transforming it into goals and priorities of the strategic document, then fill it effectively, including the efficient delivery of public services. Strategic management of the territory, therefore, requires the coordination of strategies and policies proposed and implemented different levels of government that is as central administrative offices, and government authorities in the area and, of course, regional and local authorities.
