摘要：

Currently health care consumers are being encouraged to "shop wisely" for health care providers where "wisely" is presumed to have both a quality and a cost dimension. However, evaluating health care providers based on quality is far from easy. This paper addresses some of the issues and concerns with measures of merit for health care.
