Social Policy in the Czech Republic: Past and Future of Reforms

摘要
The article describes the developments and controversies related to Czech social policy after 1989. The ambivalent character of the communist welfare state is considered first, and its theoretical alternatives outlined afterwards. A period of vigorous changes was followed by stagnation since the mid 90s, and only debates have been taking place instead of real efforts. Despite all problems, the current performance of the system is satisfactory, as a very low rate of poverty is being witnessed. However, the dissatisfactory situation of families, the frozen pension system and weak work motivation evoke concern in the long run. The year 2005 has brought legislative innovations but no certainty regarding the solving of certain substantial problems and a more efficient long-term functioning of the system.
