The problem of interpretation of exchanged knowledge in emergency situations

摘要
This paper deals with Information and Communication Systems in emergency situation. We will describe the main characteristics of multi-user decision-making in this case. We first show that for various reasons, standard methods do not suit emergency situation. We then concentrate on Information and Communication Systems dedicated to cooperative decision-making between distant actors using distributed knowledge. We finally propose a model of a distributed system based on dynamic multi-agent systems. This model allows simultaneous exchanges of knowledge advice and decision-making between many users about a self structuring situation, where we have to make cooperative actions.
