摘要
The concept of innovation is traditionally associated with high-tech sectors of economy. So, programs that are being developed in the frameworks of the reorientation of the Russian economy to an innovation-based development practically exclude from the attention other economic sectors. The fact that in a modern world innovation activity is a key factor of successful business and even of company survival not only in high-tech industries but also in any other area of economy is often ignored. Low-tech industries, also referred to as "traditional," have always been the basis of economic life. They provide most of the employment and because of its multiplicity are the main source of GDP. In the coming era of innovation economics, the normal functioning of the enterprises of this sector can't be effective without dynamic innovation activity. Therefore, it is important to explore and take into account the special nature of that activity in this sphere.
