摘要
The paper presents an information concerning heat and electrical energy production managing and CO2 allowances price risk management. In a free electrical market condition of heat and power producers, energy efficiency possibilities, primary energy and environmental saving. caused that it is difficult to obtain a good profit. The good profit is very important for heat and power development. It is very important to exploit all facilities in optimal conditions and have rational costs of production and distribution. Creating appropriate communication procedures, choosing risk management strategy and technical Solutions as well as hiring skilled staff let the companies effective manage CO2 allowances risk. It should be taken into account by these companies which want successfully compete in their competitive surroundings. The problem of the character of regulation whether we should regulate costs or revenues - is an open-ended question. Some calculations come from "Heat Energy Market 2008" Conference presented by the URE and heat sector representatives.
