China is a country with higher risks of natural disasters. In administering crises of natural disasters, nongovernmental organizations can counteract the weakness of governmental organizations and play an indispensable role. Nongovernmental organizations can participate in the whole process including crisis warning, social mobilization of crises, crisis disposal, information communication and dissemination on crises, spiritual support, psychological guidance, environmental recovery and reconstruction, and evaluation on crisis administration. However, various factors such as lack of organizational resources, lower level of organizations and lack of social approval restrain nongovernmental organizations' role in administering crisis of natural disasters. Governmental organizations should strengthen the procurement on services provided by nongovernmental organizations and perfect related laws and regulations to ensure the sound development of nongovernmental organizations. Majority media should greatly publicize culture of charity to promote the public understanding of it. Meanwhile, nongovernmental organizations should also strengthen transparency and spontaneously accept appraisal of governments and third parties to enhance social approval.
