摘要：

The emergence of tridimensional hierarchical tree structure based on subsection address could realize the physical orientation function of customer terminal's network address and provide a favorable new way for the future comprehensive management about the Internet users. We set the data center management server in a proper administrative area and propose globally available network account. Then we will get a uniform Internet user-privilege management model which can be described as "every user has only one network account at anytime and would be allowed to interconnect Internet only through this account during a certain period". The relevant experiments at the end of this paper prove our plan is convenient, secure and effective.
