Justifying war

In summary, we cannot count on arranging the world in future entirely without war. We need nevertheless, and perhaps indeed more than ever, to keep war under ethical scrutiny and discipline. The classical framework of just War thinking remains the best and most robust analytical tool for that purpose; but several features of the modern world require us to think especially carefully and clearly, and to some extent in fresh ways, about how we should bring that framework to bear. © 2004 Australian Institute of International Affairs.
