The Research on Interaction between Social and Scientific Rationality in Risk Regulation -From the Perspective of Risk Perception Model

摘要
In the context of contemporary risk society, to adapt the change of risk source from the external natural disasters to the internal technological risks, the focus of administration functions has also experienced the transition from hazard prevention to risk regulation. As an important function of administration departments to ensure the safety of citizens, risk regulation is a typical field of "Decision-making under uncertainty". However, the huge difference between expert risk perception model and public risk perception model not only leads to the stand-off between experts and the public, but also pushed the government into an extremely difficult situation. It complicates the risk situation faced by administrative departments and doubles the difficulty of risk management, eventually results in the increase of regulation costs and the generation of secondary risks. Taking the public and expert risk perception model as the theory basis, this paper reveals the essence of the two models differences split between social and scientific rationality, and then points out a path to integrate these two rationalities.
