This paper introduces the Shanghai University of Engineering Science and Shanghai people's electrical plant research personnel training mode, and through the discussion of cooperative education at home and abroad, analysis of present situation of Higher Engineering Education in the process of cooperation, and the government, enterprises, schools and other aspects and put forward the related proposal, delves into the local university innovation talent cultivation mode.
