IT policy - Science policy isn't always about science

The factors that will motivate specific science policy debates is difficult to estimate because the political system is ever changing. The Office of Technology Assessment (OTA), Government Accountability Office (GAO), the National Academics and CRS all produces reports, but none of them are well-equipped to bridge policy and science. Congress and the President passed the bipartisan America COMPETES (creating opportunities to meaningfully promote excellence in technology, education and science) Act, which sought to bolster America's innovation ecosystem by setting a goal of doubling over the budgets. The White House introduced a new presidential initiative called the American Competitiveness Initiative, modeled on some of the important recomendations of a report named Gathering Storm.
