Low Carbon Development of Regional Economy in China: a Perspective of Energy Efficiency

Improving energy efficiency and promoting low carbon economy development is the needs of transforming mode of development and protecting ecological environment. In addition, it can relieve international press about global greenhouse gases emissions effectively for China. Firstly, this paper analyzes dynamic change characteristics of low carbon economy development of the whole country and the eastern, central and western regions for the period 1986-2008 with the methods of statistical analysis and the Theil index from a perspective of energy efficiency. The results showed that the whole country and the eastern, central and western regions had gotten great achievements in low carbon economy development. It signified that economic development had a low carbon trend. Low carbon economy was associated with regionalism, endowments of energy resources and economic performance. Disparities of different provinces in the eastern, central and western regions had trends of general contraction, fluctuation by stage and general expansion respectively; inter-regional, intra-regional and inter-provincial disparities were characterized by expansion, contraction and fluctuation of the "U" type or overturned "U" type respectively. At last, based on the analysis results, it puts forward some suggestions to promote low carbon economy develop and to shrink disparities of different regions in China. To encourage improving energy efficiency by policy for regions of rich energy resources and low energy efficiency; to build a united energy market of the whole country; to enhance energy efficiency by rapid economy development; to promote research and development of low carbon technology and import advanced energy-saving technology from the developed countries; and to strengthen communication and cooperation between higher energy efficiency regions and lower energy efficiency regions.
