摘要：

The resources of scientific and technological innovation are basic conditions to ensure the innovation. Its principal part and achievements reflect the regional level.Although human resources are abundant in Jilin province, low input of scientific and technological innovation leads its low output. In order to improve the efficiency of scientific and technological innovation resources in Jilin province, it is necessary to develop and perfect the system design of investing capital in scientific and technological innovation, encouraging outcomes and giving priority to high-tech industrialization.
