The development of Canada's foreign economic policy in the 1960s: The case of the European Union

摘要
During the 1960s the Canadian government attempted to develop alternative markets in Western Europe for Canadian exporters, who were too reliant on the United States. In this article the author shows how and why these efforts failed. The developing European Economic Community presented a trade challenge that could not be overcome, either through bilateral diplomacy or through the 1964-7 Kennedy round, held under the auspices of the General Agreement on Tariffs and Trade. Ultimately, Canada remained a supplier to the American market, despite Ottawa's best efforts.
