Obstacles to optimal policy implementation in developing countries

This paper attempts to categorise and sharpen our understanding of the scholarship in policy implementation, a sprawling field of inquiry. It poses the question: what do we really know about the problem of achieving optimal policy results in developing countries? The paper tries to answer this question by first discussing 14 classifications of implementation theory in the public domain, and then eventually proposing an integrated model of the process, which both simplifies the apparent conceptual muddle and could also apply in an actual research situation. Housing policy implementation in Nigeria's new capital city of Abuja is analysed to illustrate field application of the proposed model.
