摘要：

With the rapid changing business environment, more and more SMEs introduce project management, but because of various causes, for example, misunderstanding of project management and internal organizational reasons, SMS's project management competence is comparatively low. Optimizing organization construction, standardizing management flow, improving organization culture as well as motivating the personnel have become the important ways to improve SME's project management competence.
