Energy Management System in Public Sector

This paper presents the features of energy management systems in the public sector. Approaches applied within the framework of the state system of the Russian Federation are analyzed. The peculiarities of foreign practices and ways of their adaptation are revealed. It is shown that in contrast to the systems of quality management, where the main thing is the regulation of technological and business processes in the energy management system the most important are monitoring and analysis of the energy consumption. The necessary aspects for the successful adaptation of foreign systems under Russian conditions are presented.
