This paper bases on the connotation and characteristic of the high-level talent (including leading talent) accumulation and effect. Discussed the specific area, the government according to the different stages of industrial development, exists Symbiotic interactive relationship between the selection of high-level talent accumulation and the industry to a higher stage. then builds a relational model between high-level talent accumulation and industrial development.
