摘要：

The article covers the problems of assessment and evaluation of university innovative capacity. The analysis of positions of a number of countries in the Academic Rankings of World Universities (ARWU) has been carried out. The authors have proposed an algorithm to evaluate the efficiency of university-based small innovative enterprise performance as well as the authors' treatment of the concept of a university-based small innovative enterprise. The article presents a set of indices to give activity-specific evaluation of university innovative capacity. (C) 2014 The Authors. Published by Elsevier B.V.
