摘要
The changes framed in the word "reform" are (in)formally an imperative for behavior and action in developed countries and in those countries that are on the road to becoming developed. The difference lies in the fact that in developed countries the awareness of the need for change is more simply and directly transmitted, both in practical behavior and in the corresponding public policies. On the other hand, in transition limited administrative capacities, and the inertia of events, are a realistic and relevant ramework in which reform have unfolded and are unfolding. The Republic of Croatia, as a country that has had an extended transition and that has also been confronted with a global crisis and entry as a full member into the European Union (EU), is becoming formally and substantively aware of the need to implement reforms aimed at raising the level of effectiveness of the public and economic sectors, One of the essential direction must be the orientation of overall development policy that respects and applies the principles of smart development and a modern industrial policy.
