摘要：
This paper analyzes the significance of developing circular economy in association with the actual situations of the coal industry. From the perspective of sustainable development of coal mine enterprises, it puts forward the enterprises' development strategies at three levels. Moreover, it designs the supporting policy system in attempt to implement the development mode.
