Based on traditional Vehicle Routing Problem with Time Windows, after analyzing the characteristics of fresh product distribution and studying on the time-dependent truck running time in urban areas and time-varying temperature in a day, the paper constructed the relevant cost function and established a cold chain Distribution Routing optimization model. A case with sensitivity analysis on main parameters to verify the model's rationality and feasibility is given. The conclusion of this research provides guidance for carriers on making the optimal shipping decisions such as Vehicle Routing, Vehicle Preparing, Vehicle Scheduling etc.
