Learning and Resilience in Local Environmental Risk Management

The purpose of the article is acknowledging to the relation between the social learning and the resilience in the local risks management and to socialize the program implemented at the Local Development Department of Holguin's University. The program is based on the integration of the university substantival processes. They defined objectives, actions in each process and as the exits expound the results attained in the four years the implementation. They used fact-finding methods of the theoretic level and empiricists in investigation. As findings, the authors present that the program of proposed actions contributed to the increment of the resilience in front of forest fires in the three holguin's rural-urban communities, and also raised the civic participation in social-environmental transformations for the reduction losses in front of future events.
