Regulatory policies for the internet: a critique of the net neutrality debate

摘要：
The essay begins with the analysis of the Brazilian parliamentary discourse, inscribed in the disputes over net neutrality, to investigate its ideological meanings. It proposes a critique, from the philosophy of technology, to the net neutrality debate and verifies its insertion in the discourse of democratization. It points out that net neutrality came closer to maintaining the logics of power associated with the global power structure than to overcoming the capitalist appropriation of the means of communication. Thus, it defends the reorientation of the dispute for the hegemony of the Internet in the faced with the need to reappropriate communication infrastructures.
