摘要
As the outbreak of COVID-19, the high-risk medical wastes increase rapidly, which inevitably has a great impact on the existing medical system. To contain the epidemic, this paper aims to establish a function for evaluating the emergency service level, so as to quantize the emergency risk and save the cost. In addition, this paper also predicts the spread of COVID-19 in epidemic areas through using the SEIRD dynamic model, in order to provide a theoretical decision-making framework for the selection of the sites of medical transfer centers, so the proposed emergency logistics network model is more in line with the real needs. This paper, taking COVID-19 in Wuhan as an example, shows that the flexible sites and number of transfer centers are more effective in relieving the uplifting medical wastes.
