In Russia, the needs of state organizations are met through competitive procedures. Such procedures allow you to create competition and choose the most effective option from many. In domestic practice, the question arose of what is the effectiveness of public procurement. The question was also raised about the criteria for evaluating public procurement. When conducting public procurement, various competitive procedures are used. These may be procedures focused on the lowest price, for example, electronic auctions. There may also be procedures focused on fulfilling a set of requirements for a product or service. In this case, the effectiveness is assessed by how much the requirements are met in public procurement. In addition, it is important to understand from which side we evaluate the effectiveness of public procurement. If the assessment is carried out from the side of the state budget, then the most important thing is cost savings. If we consider from the point of view of the satisfaction of the population with a public service, then quality criteria should be implemented in public procurement. If we are talking about the state as a whole, then the criteria aimed at developing a competitive environment and developing small business should be implemented. Thus, performance evaluation should be represented by a system of criteria. The paper proposes a system of criteria for evaluating the effectiveness of public procurement at the level of a state organization. Evaluation criteria are also proposed for assessing the effectiveness of public procurement at the state level.
