Multi-criteria evaluation of reaction to the economic recession in modernization of multi-apartment buildings

Climate change and limited energy resources stimulate exploitation of energy more efficiently in a residential dwelling. This paper discusses modernization of multi-apartment buildings in Lithuania. Nearly 96 % flat-houses were built before 1993. The author examined two parallel projects in 2007 and 2009 by applying the support system for making decisions. Socio-economic conditions, the macro, meso and micro environment was very different, even though these objects are very similar technically. All houses renovation projects lines decreased in 2009 in comparison to 2007's of values. The project price fell down 18.54%. Construction site costs have changed the least, it's change results only in 9.06%, and the profit has decreased most of all-73.93%. The government approved the proposal to set up a Public Investment Development Agency in 28 November, 2012. The European Union and national resources will be used more efficiently and faster for implementation of renovation of multi-apartment buildings. At the same time it aims to develop the JESSICA financial model in other areas: urban development, environment, sports infrastructure, education, culture, tourism and transport.
