This article describes and evaluates the extent to which British government and administration have been 'opened up' since 1979. It distinguishes between two models of open government - the managerial and the legal - and demonstrates that the discourse and practice of openness have generally conformed to the managerial model. It concludes that these developments do little to enhance popular control over government.
