摘要：
Based on Wuhan City Circle, this paper will concentrate on how important it is to develop and promote Two-oriented energy, especially for the construction of the Two-oriented society. Then the concept of Two-oriented energy will be introduced. Furthermore, the paper will generalize the development and promotion of Two-oriented energy as well as its development initiatives. Finally, it is to present the shortage of the construction of Two-oriented energy in Wuhan City Circle and some countermeasures.
