Democratization: The only way to public management

It's imperative to diversify the manner and method of public management, due to the various kinds and broad contents of social public affairs. Service only provided by the government fails to meet all the public's needs only by government providing, so it is necessary to diversify the principal part of management, i.e. the democratization of public management, which can be achieved via these approaches: government loosens the control over economic and social life; the third sector undertakes broader responsibilities in public management; government applies decentralization governance; the operating mechanism of public power is normalized; consumers independently choose the manner and approach of public service; the public actively participate in public affairs.
