摘要：

Based on analyses of physical environment and social economic features of the Huaihe River basin this paper indicates that harness of the Huaihe River basin is a historic task in long term. The author points out that water environment improvement is a strategic focus for harnessing Huaihe River basin in 21st century since population growth and economy development have been inducing severe impact to water environment. And 6 strategic measures must be carried out for improving water environment, which could be viewed as a social system engineering.
