Interaction of long-term performance objectives and short-term performance requirements; a vision of RWS' Asset Management approach in 2030

This document describes a vision of how, for the Dutch main infrastructure, the interaction can be managed between strategic performance objectives on policy level for the next 50 years on the one hand, and the functional performance requirements to be handled for the next 5 to 10 years on the other. The following applies here: the strategic performance objectives are determined by the Ministry of Infrastructure and the Environment (I&M), and the functional performance requirements are first applied by Rijkswaterstaat (RWS) to its own infrastructure and subsequently imposed on market parties. Part of this vision is establishing and reinforcing the relation and interaction of performance objectives at network as well as object levels, the so-called performance-driven Asset Management. Three closely intertwined key concepts are used in this vision document: a Performance Management model, a cyclical procedure and a primary Asset Management process. As a consequence, this document contains a vision of RWS ' Asset Management approach in the year 2030.
