摘要
This paper uses complex systems theory to develop a conceptual model that suggests how development can be catalyzed by leveraging innovation in both technology and social organization to solve socioeconomic problems for developing country populations. Emerging technologies, together with new, distributed forms of organization such as multi-actor partnerships between the public sector, the private sector and non-governmental organizations (NGOs), can enhance access to energy, basic services and employment. The model is supported by evidence from a case study of a leading multi-actor partnership in the Indian renewable energy sector, specifically, bio-fuels production and outlines four propositions drawn from the analysis.
