摘要：
At the request of FHWA, the author prepared a white paper to provide observations and principles to FHWA for its consideration in communicating with non-federal elected officials. This feature summarizes the white paper, provides information on now federal elected officials and the environment within which they operate and gives guiding principles for enhancing communications.
