BARRIERS FOR IMPLEMENTATION OF SMALL SCALE COGENERATION IN LITHUANIAN ENERGY MARKET

The world leading countries are searching the ways to achieve sustainability, safety and cheapness of energy use. European Parliament has issued a package of legal acts in regards to promote internal market, fare competition, customers' rights etc. One of these documents is a Directive 2004/8/EC on the promotion of cogeneration as one of the instruments to fulfil the European energy goals. Lithuanian case shows that issued Directive is not enough to give an impulse to start a proper implementation of reforms. Administrative obstacles, lack of the clear procedures, changing of the business as usual status quo appears as the biggest barriers to start development of the small scale cogeneration in Lithuania.
