The public value chain in the evaluation of the management result in local governments

Public management in local governments focuses attention on the modernizing currents of public administration, and the evaluation of the result obtained, characterized by the direct effect on the public value chain. The purpose of this work is to describe a conceptual framework related to the evaluation of the result of public management in local governments from the public value chain, with an update of its theoretical components that revitalize its interpretation and practical application; as well as a logical structuring of the effectiveness that is achieved, through the integration of common ideas in contemporary currents of thought. The methodology used uses the identification of common variables, factor analysis and hierarchical clustering to compare the results. Theoretical methods such as induction-deduction were used; systemic structural and modeling, application of surveys and joint interviews with field work and direct observation. A visualization of the linear logic of the public value chain adapted to government action was obtained, a conceptual approach to the evaluation required by the management carried out and the effectiveness as a criterion for its measurement.
