Smart growth and regulation mode of land use planning

Under the situation of the high-speed urbanization, how to coordinate "develop and protect" question, strengthen elasticity and flexibility of land use planning management, is the great challenge that Chinese new round master land use plan faces. In this paper, we analyze and draw lessons from the theory and practice of foreign growth management. On this basis, we design an event-driven land planning inventory system, which regards adjusting the newly-increased urban construction land as the core. Also, we provide new conception and thinking, such as the trigger level of land use planning, the index of judging smart growth, and so on. Thus, we put forward the smart growth regulation mode of land use planning, which can offer reference for perfecting land use planning in China.
