摘要
Social crisis governance can not just be the government responsibility because of the universal threat and complexity of modern crisis. It was put a complicated relation network together by the inter-government, inter-enterprise, people-to-people, and interactions of them. According to social capital theory perspective, there is a natural logicality and internal relevance between the social crisis governance and social capital, which plays a significant role in promotion or restriction to achieve the governance goals. Therefore, during the process of social crisis governance, we can construct the mode of "new separation of powers", whose nature is "government-society-citizens" by encouraging broad participation, training general trust, promoting the overall recognition, improving the system of norms, and other ways to upgrade the stock of social capital, which in order to enhance the good communication and cooperation of the government, the community, anti citizens, and then to achieve effective governance of social crisis.
