This paper is to overview the traffic management policies, tools, processes, and experiences for the special event of 2002 FIFA Korea Japan Worldcup in the city of Seoul, Korea. Traffic management processes include the setup of policy framework for special event, traffic demand forecasting, origin and destination estimation of ticket purchaser, establishment of traffic management measures, rehearsal of pilot plan, and the plan revision and updating.Particularly, the traffic management classified into the six major areas are illustrated as follows: (1) expansion or supply of traffic facilities such as access roads and parking lots leading to stadium, (2) capacity increase of mass transit by shortened subway headway and extended operating hours, and provision of temporary and shuttle bus, (3) traffic demand management through staggered work hours and odd-even day vehicle operation, (4) information upgrading of highway signs, transit, and tourist services, (5) solicitation of transit riding by free ticket distribution, and (6) taxi service improvement by call taxi and foreign language service taxi.
