摘要：

The essence of land index transaction, which is the new mode of Conversion of rural Collective Construction Land, is the transaction of rural land development right and the proceeds should share between government, rural collective organization, relocation household and farmers. An investigation of the whole process of land index transaction, it is found that there existed the interests of farmers couldn't be security, the institution couldn't be effective implement and the Government Failure, and then make some suggestion, clear the police of foundation of interest allocation, increase the stander of compensation, prior to programming of rural area and strict management of reclamation, to security peasant right and interests based on rural land development right.
