摘要
In order to carry out accident risk classification, grading management and control in the process of coal mine production, this paper divides the accident risk into three types : hazard source, potential accident and human behavior risk, and each has four grades : I-A, I, II, III. Based on the analysis of the coal mine accident risk model and the national coal mine enterprise's safety management system, the coal mine perfect multi-level risk control technology system has also been established in this paper, making a clear division of the content of risk management and control among the coal mine, group corporation company and government departments' risk management and control, the information flow of the multi-level risk control are planned: the coal mines are responsible at all levels for all kinds of accident risk treatment and daily accident prevention work, the group corporation focus on the handling and supervision of major accident risk, the government departments focus on the supervisory control of major accident risk and enterprise risk management itself And this paper also develops the application software in B/S mode, called "coal mine multi-level risk management and control system", which combin with the application of LAN and Internet, it can help to carry out coal mine multi-level risk control work scientifically and normatively.
