THE BI-LEVEL PROGRAMMING METHOD FOR OPTIMAL RATE ON TOLL ROAD

摘要
Based on the existing toll theories and standard decision methods, it expounds the systemic characteristics of general road network and the game relation among the composing elements in detail. Through considering the society benefit and road users' profit synthetically, it makes the maximum of the society benefit which the operators pursue to and minimum of the users' the general-travel-cost as the optimization goals of upper and lower respectively. And then the Bi-level programming model is up-built, moreover, the upper one can be changed according to the goal which the manage department pursues to. Finally, simple genetic algorithm is used to obtain the global optimum solution of a simple network. The model and method adopted not only take the interaction of the toll rate and the traffic into account, but also expound the game relation between the road operator and users. It gives attention to the bene its of operator and user as well and remedies the shortcoming of the existing methods. Through comparing with the existing methods, it also proves that the above model is more practical and feasible in the fields of according with the characteristic of real road network.
