Implementation of the New Zealand regulated market regime for legal highs has been delayed by the challenges of defining low-risk products and a ban on the use of animals to test products. However, the product testing framework has now been finalized. While the animal test ban remains a significant obstacle, there may still be options to acquire product approvals.
