摘要
This paper critically analyses implementation and evolution of E-government policy in Kazakhstan. In particular, the paper describes a transitional context of the country in Which E-government policy has been implemented, illustrates positive developments in public service modernisation and identifies some of the challenges faced by Kazakhstan in implementing E-government policy. The Kazakhstani government put high expectations on E-government policy as a panacea for public service failures and corrupt system, and made significant investments in the E-government projects. Within short period of time Kazakhstan has made a great leap forward towards integrated service delivery compared to other post-Soviet states in terms of technological infrastructure, Internet usage and improving access to public services. It is argued that E-government implementation in Kazakhstan has not been implemented to a full extent due to the traditional culture of the public sector.
