摘要：

More and more attention had been paid to making decisions based on the analysis of robustness. It is very important to making scientific and effective emergency decisions in emergency. In this article, a framework for assessing robustness of emergency decision is proposed, taking basis in decision analysis theory. Concepts such as the index of robustness had been presented. Some applies of robustness had been used in the analysis of emergency decision making. It is an approach to design robust emergency decision.
