摘要：
The phenomenon of "foreign minors" has always shown a big difficulty of reconstruction, derived from the discipline of immigration and its juxtaposition with the general principles and the substantive and procedural legislation on minors: together with the organs expressly authorized to regulate the phenomenon of Immigration, in fact, is opposed to the traditional organs and instruments of the law of minors with their original functions, forced to adapt to the peculiarities of the phenomenon. The work tries to reconstruct the theme in a broad key.
