摘要：
The article considers the issue of the ecological policy realization in Shaanxi province (People's Republic of China). Special attention is paid to particular instruments in the realization of the payment system within nature management. The results of the analysis of the strategic instruments for realization of ecological transformation of Shaanxi province are presented. The role of state in efficient implementation of the greening economy is highlighted.
