Some scholars think it is necessary to manage business innovation to achieve the continued success of innovation. In their point of view, managing innovation is not to design and run a complex predictable mechanism but to create the conditions that enable organizations to meet the challenges to find successful solution in the case of highly uncertainty. However, compared with the abundant study of business innovation management, theoretical research in government innovation management is inadequate. Practically, although the popularity of Chinese local government innovation is high, there still some problems like lack of sustainability. So it is reasonable to learn some lessons from the success of business innovation to tackle with the problems. Therefore, based on the characteristics of government innovation and the successful experience of business innovation management, this paper proposes several significant strategies to enhance government innovation management. More specifically, it is indispensable to establish strategic objective of innovation matched with government's long-term development plan, create process management and performance evaluation system for government innovation, establish resource management system of government innovation and design incentive institutions for government innovation. Nonetheless, due to the distinctions between innovation management of enterprise and that of government, there are still a range of limits when applying the experience of business innovation management to government innovation management. In particular, these restrictions include limited choice of government innovation, difficulty of establishing government performance evaluation system, limited organizational form of government innovation and difficulty of cultivating innovation culture for government.
