摘要
The energetic situation in general, and that of the electrical industry in particular, of African countries, is increasingly complex. Indeed, several of these countries are at present experimenting serious economic and demographic growth, which affects the demand for energy. Thus, there is a need to establish an energy policy that will satisfy the growing energy demand without risking either the present users' health, or that of future generations. In order to soli,e this problem different models of energy planning have been developed to be used by several countries in the world. These models haw been developed both by national and international organizations. Their implementation in African countries like the Democratic Republic of Congo (DRC), of capital importance, is the objective of this article.
